Does stamped concrete need resealing?

Yes, every few years depending on sun and traffic. Fresh sealer keeps the color rich and protects the surface.

Can you stamp a driveway, or only patios?

Driveways, patios, walks and borders can all be stamped. A stamped border around a plain slab is a common middle ground.
